Here is a running list of sign-up bonuses that I heard and/or read for software engineers/programmers.
1) couple years of experience, $20k, 6 years experience, $30k+
2) fresh phd, 100k base + $20k signing bonus + $45k rsu, $15k sign up bonus 2nd year
Apple: senior software engineer, $140k, $20k sign up bonus
Google: usually a fresh PhD gets a level 4 software engineer position, and before pay raise, gets a base of $100k - $120k (rarely above 120k). After about two-three years, if you are doing well, you can get a promotion to senior job (level 5), and base starts at around $120k.
it is very hard to be promoted to staff engineer, and even harder to get promoted to senior staff.
Sometimes a new hire is given a MTS position and is initially assigned a pay level, but after sometime, the vast majority of those folks get downgraded.
Sign-up bonus is part of your salary income, so it is pre-tax typically. As for relocation fee, some relocation expenses could be tax deductible. Some company might be able to give a bit more on relocation assistance to offset the tax deduction.
To get to the high income level and be a programming guru, here is my recommended must-read books in algorithms and data structures to prepare for your interview: Best Books to Prepare For Algorithm Interviews
