Yes, you can act as an independent contractor authorized by F-1 OPT. However, when your F-1 OPT status ends, you will not be able to continue with the independent contracting. The usual temporary work status, H-1B, is not available for independent contractors.

Typically, independent contractor would charge 30% more on the hour than regular employee's payment. It is because independent contractor doesn't have healthcare, 401k etc. benefits from the employer.
